
RULES OF PLAY
Big Brothers Big Sisters of Yorkton and Area Inc is herein referred to as the Licensee. As Licensee they will be responsible and accountable for the conduct and management of every aspect of the raffle proposed. The Big Brothers Big Sisters Raffle 4 Kids Sake is a regular raffle and the Licensee will ensure the rules of SLGA of a regular raffle will be adhered to in all their entirety as they pertain to the raffle.

- The ticket will have the following information on it:

The ticket will collect standard information on the customer including name, address, and phone number. See attached
- Each ticket will be numbered consecutively.
- The Licensee shall only sell and print the number of tickets proposed in books. A total of 7000
in books of 30 tickets.
The tickets will be 1 for $10 or 3 for $20
The total prize is valued a total of $11,748.48 including for 1st prize an 2025 Polaris 450 H.O. ATV 4×4 retail value of $10,555., 2nd prize a Raleigh Rogue Mountain Fat Bike valued at $943.48 and 3rd prize is a Visa Gift Card valued at $250.00 with the projected gross ticket sales being $46,690.
- The proceeds of ticket sales will be deposited into a separate lottery account belonging to Big Brothers Big Sisters of Yorkton and Area Inc. herein referred to as the Licensee.
- The Licensee shall award all prizes as described on the Licensee application and approved by SLGA.
- The Licensee will use a transparent barrel large enough to accommodate all tickets and that will ensure proper mixing of all tickets prior to the draw.
- The Licensee is responsible for contacting the prize winners and shall make every reasonable effort to notify the prize winners.
- Any unclaimed prize will be held for one year from the draw date in a secure location. If the prize is unclaimed beyond the hold date, the prize shall be donated to Big Brothers Big Sisters of Yorkton and Area Inc. The Licensee shall submit a list of unclaimed prizes to SLGA with the raffle financial report.
- The cost of the prize will be fully disclosed including taxes and will be included on tickets and all advertising.
- The prize will be immediately transferable to the winner without encumbrances on the title. No cost, including taxes will be charged to the winner to transfer ownership of the prize to the winners name, with the exception of delivery costs should a winner require that service.
ADVERTISING:
- The Licensee shall ensure all forms of advertising are accurate, and include the name of the Licensee as well as contact information. The advertising description and prize values will accurately match the prize described in the license application.
- The Licensee shall ensure the following information regarding the raffle is available to potential customers on website, social media, mail and email requests and will include:

Rules of play: Will be used with advertising and advertised as outlined in terms and conditions.
- All tickets will be advertised through media outlets in Saskatchewan and tickets sold within Saskatchewan.
- The winner will be announced at the event, in a media release in print Yorkton This Week, and posted on Licensee website http://Yorkton.bigbrothersbigsisters.ca.
- The advertising and publicity will not be addressed to minors.
SALES
- The Licensee shall ensure all purchases are made on a voluntary basis.
- The Licensee will distribute books of tickets to be sold by its memberships on a voluntary basis, and where this occurs:
- A control sheet documenting the series of tickets will be used
- The Licensee will ensure all unsold tickets and ticket stubs are returned to the Licensee prior to any draw taking place;
- The control sheets are to be retained as part of the lottery records.
- The Licensee will not distribute books to the general public to sell.
- The Licensee will only sell tickets for cash, cheque or money order, or electronic transfer of cash. The Licensee shall ensure all funds from ticket sales is received prior to the draw.
- Ticket sales will take place in Saskatchewan. If a customer is visiting from out of province they may purchase a ticket if the entire transaction including payment and receipt of ticket takes place while the person is in Saskatchewan.
- The website used to sell tickets will restrict sales to ticket purchasers located within Saskatchewan. Ticket requests by telephone shall only be processed if the call originates in Saskatchewan. The Licensee shall ensure ticket orders are not accepted from, or solicited or processed for, a person located outside Saskatchewan.
RULES OF PLAY
- Staff and Volunteer workers including Board Members of Big Brothers Big Sisters of Yorkton and Area will be allowed to purchase tickets and participate in the Raffle, however, 1 person will be designated to draw the ticket and conduct and manage the raffle and that person will not have purchased a ticket and will not be eligible to win any of the prizes.
- Sales of tickets will be restricted to purchasers located within Saskatchewan. To be eligible to purchase a ticket the customer must be in Saskatchewan and if visiting from out of province they may purchase a ticket if the entire transaction including payment and receipt of ticket takes place while the person is in Saskatchewan. There will be no age limit of purchaser.
- Price per ticket: 1 ticket for $10.00 or 3 tickets for $20.00

- Condition affecting ability to win or claim prize include:
- Ticket purchaser does not have to be present to win.
- Tickets must be purchased within Saskatchewan.
- Prizes are available to only the name on the winning ticket drawn.
- Purchaser is responsible for any delivery cost of item as arranged by the purchaser.
- Prizes must be claimed within one year from date of draw.
- All winning tickets will be put back in draw drum after each draw to ensure every ticket is eligible for all prizes.
- Any unclaimed prize beyond December 20, 2026 shall be donated to Big Brothers Big Sisters of Yorkton and Area Inc.

CONDUCT AND MANAGEMENT
The Licensee shall supervise as well as be responsible for the accountability, the conduct and management of every aspect of the raffle, including:
- The collection of all ticket revenues;
- The payment of prizes;
- The payment of all operating expenses;
- Completing and filing the required financial report on the raffle;
- Ensuring all Terms and Conditions of the license are adhered to;
- Supervising all ticket sellers;
- Keep all required records and deposits all monies into the raffle bank account;
- Reconcile all tickets and cash.
DRAW PROCEDURE
- The Licensee will account for all tickets at the draw. Prior to the draw the Licensee will reconcile the number of sold tickets and unsold tickets, with the number of tickets in the draw container to ensure all eligible tickets are available for the draw.
- The draw will be open to the public. The name, address and ticket number of the winner for each prize will be recorded and verified by a party other than the person making the draw of the winning tickets.
The draw shall be made by an impartial party and the Licensee will ensure there is no conflict of interest, real or perceived, with regard to the operation of the raffle.
- All winning tickets that are drawn will be returned to the draw drum after each draw to allow equal opportunity to participate in all draws.
- The Licensee will select the winning tickets by method of random selection picking one out of the draw drum for each prize.
- The ticket purchaser is not required to be present at the draw to win the prize.
- There shall be access to all areas of the prize draw premises during the conduct of the of prize draws to purchasers, inspectors or other persons designated by SLGA.
- If a draw occurs and the Licensee determines that not all eligible tickets stubs were in the draw, SLGA will be notified. A report specifying the total number and serial numbers of the affected tickets and an explanation for how this occurred shall be completed by the Licensee.
PRIZES
- It is understood SLGA reserves the right to restrict the total retail prize value of the raffle prior to issuing the licence.
- The Licensee will award all prizes as described on the Licence application and approved by SLGA.
- The Licensee is responsible for contacting the prize winners and shall make every effort to notify the prize winners.
- The Licensee shall hold any unclaimed prize for one year from the draw date in a secure location. If the prize is unclaimed beyond the hold date, the prize shall be donated to Big Brothers Big Sisters of Yorkton and Area Inc.
- There will be no live animals or perishable items.
- The Licensee shall submit a list of unclaimed prizes to SLGA with the raffle financial report.
- The Licensee will not offer tickets for a proposed future lottery as a prize.
- There are sufficient funds to cover the cost of the prizes offered and being purchased for a portion of the retail price at $9,000. from Schraders , the Raleigh Mountain Bike is donated by Canadian Tire and the gift card for $250. Will be purchased by the Agency
- There are no cash alternatives being offered.
- The prize will be immediately transferable to the winner without encumbrances on the title. No cost, including taxes will be charged to the winner to transfer ownership of the prize to the winners name, with the exception of delivery costs should a winner not be able to get it otherwise.
- There are no cash prizes.
- There will be no monetary prizes.
EXPENSES
- The Licensee will not pay any person or organization any remuneration, per diem, or honorarium, or any direct form of direct or indirect compensation or consideration for assistance in the conduct or management of the raffle. The Licensee staff including the Executive Director and Event Coordinator will be responsible for oversight of the raffle and all management aspects pertaining to the raffle.
- The Licensee will pay by cheque directly from the lottery bank account the operating expenses approved by SLGA.

- The actual expenses related to the conduct of the raffle excluding prize costs is under 30% as required.
- All expenses will be paid directly from the lottery bank account as approved by SLGA. Until the raffle prizes are secured approved raffle expenses may be paid from non-gaming funds. Once the prizes are secured, revenue from the lottery bank account shall be used to reimburse the expenses paid from non-gaming funds, with the corresponding receipts.
RAFFLE MANAGEMENT/MARKETING COMPANIES
- A raffle management/marketing company will not be used.
USE OF PROCEEDS
- The Net proceeds from the raffle will be used for charitable purposes as approved by SLGA at the time of application.
- The Licensee shall ensure any and all interest paid into the lottery bank account becomes part of the gaming proceeds and subject to the licenses charitable spending restrictions.
- The Licensee shall not use Net proceeds for any purpose not approved at the time of application without advance approval from SLGA.
- The Licensee shall not use any lottery proceeds for the approved charitable purposes until the prize commitments have been met.
- Gaming proceeds will not be used to cover losses or expenses from other gaming licenses.
- Disbursements of proceeds shall be paid directly to the Vendor or supplier. Disbursements to individuals will not be made.
BANKING REQUIREMENTS
- The Licensee shall open and maintain a separate designated lottery bank account to administer all funds related to the raffle.
- The Licensee shall prepare a ledger to accurately reflect and describe all transactions occurring in the lottery bank account including outlining financial details of the raffle event conducted including proceeds derived from the lottery, expenses paid in the conduct of the raffle event, and a detailed list of how proceeds have been disbursed.
- There will be a separate lottery bank account detailing all revenue and expenditures as outlined.
- The lottery bank account will be in the name Big Brothers Big Sisters of Yorkton and Area Lottery Account and shall have cheque privileges and monthly digital image of cheques written monthly.
- The Licensee shall deposit all funds from ticket sales, up to and including the final draw date, into the raffle bank account. Funds shall be deposited as soon as it is practical to do so.
- The Licensee will not transfer funds to the general account or any other account without prior approval of SLGA.
- All disbursements from the lottery bank account shall be paid by cheque or electronic transfer directly to the expense for charitable purposes.
- The lottery bank account shall be administered by a minimum of two signing officers and each cheque will be signed by a minimum of two members of the Licensee’s executive.
- The Licensee shall not deposit funds received from any source other than the lottery event conducted by the Licensee and licensed by SLGA into the lottery bank account.
- The Licensee shall not close the lottery bank account until all funds have been disbursed for the approved charitable objects and purposes.
RECORD KEEPING
- All lost or stolen tickets will be reported immediately to SLGA. The report will specify the total number and serial numbers of the lost or stolen tickets and an explanation how the tickets were lost or stolen.
- The Licensee is required to complete a financial report on forms prescribed by SLGA that will include Gross Revenue, prizes, expenses and proceeds generated as a result of the raffle. The forms will be submitted to SLGA along with a list of the winners to SLGA within 60 days of the final draw.
- Financial reports must be signed, and certified correct by a member of the Licensee who is indicated on the application.
- Any additional information SLGA requires will be provided.
- The Licensee will indicate on the financial report any prizes that have been donated.
AUDIT REQUIREMENTS
- The books and records of the Licensee are subject to review and /or audit by SLGA and must be maintained in a manner acceptable to SLGA.
- An independent audit/Financial Review of the Licensee is completed on an annual basis within three months of the year end (December 31st) of the Licensee.
The audited opinion could be provided to SLGA if required at that time.
CONFLICT OF INTEREST
- The Licensee shall ensure there is no conflict of interest, real or perceived, with regards to the operation of the raffle proposed.
